Biographical Overview

George O. Assibey-Mensah, President of Ghana-U.S.A. Chamber of Commerce, is Associate Professor of Public Finance & Policy Analysis in the School of Public & Environmental Affairs at Indiana University. He holds a Ph.D. in Public Administration & Policy from Virginia Tech, a Master of Public & International Affairs degree from the University of Pittsburgh, and a B.S. in Business Administration from Kentucky State University. With research interests in public finance, policy analysis, human-resources management/development, comparative/international administration, and family/youth studies, among others, his scholarly work has appeared in Public Budgeting & Finance, the Western Journal of Black Studies, and Journal of Black Studies, among others.

His consulting activities span several organizations, national and international, including: the Value-Added Tax Secretariat (Ghana); the National Sports Council (Ghana); Enhancing Opportunities for Women In Development (ENOWID) Foundation (Ghana); Oakley Construction, Inc. (Chicago); and the City of Hammond’s Controller’s Office (1995-2003). Additionally, he is a Board Member of Edgewater Systems for Balanced Living, Inc. (Gary); its Executive-Board Treasurer; and former Chair of its Executive-Board Strategic-Planning Committee. He is also a Board Member of Golden Recognition, Inc., a business-consulting, marketing, and public-outreach education entity in Merrillville, IN.

His professional/community work encompasses speaking at area churches and schools, providing motivational speeches to area schools during Black-History Month and Honors’ Days, as well as workshops/seminars on human-resources management/development (e.g., team-building, effective managerial skills, stress management, etc.) to both national and international private/ nonprofit/governmental organizations. Most recently, he presented “Creativity & Innovations in the Professions & Careers” at the City of London Business College in the United Kingdom (June 2004).

A very effective teacher, he has received several teaching awards at IU. They include three Teaching-Excellence Recognition Awards in 1997, 1998, and 2000, as well as the prestigious IUN Founder’s Day Teaching Award (i.e., the Outstanding Teaching Award) in 2000. Those accolades have engendered his membership on the IUN Center for Excellence in Teaching & Learning’s (CETL’s) Advisory & Steering Boards. He is also listed in Who’s Who Among America’s Teachers (ID #: 10762003-1).
