Biographical Overview
Dr. Craig E. Hartzer is Clinical Professor and Director of the Executive Education Program in the School of Public and Environmental Affairs at Indiana University. His affiliation with Indiana University’s School of Public and Environmental Affairs and teaching public affairs started in 1987. Over the last eighteen years, Dr. Hartzer has taught various courses in state and local government, public management and urban economic development while working in local and state government. Specifically, he has most often taught public management in the Master of Public Affairs graduate program at the Indianapolis campus.
Dr. Hartzer has more than twenty years of high level experience as a leader and manager in local and state government. He served as the Deputy Mayor for the fifth largest city in Indiana, held several very responsible positions in Offices of the Indiana Governor and Lt. Governor and he has led various large complex organizations in state government during the last fifteen years including, for example, the Department of Workforce Development and the $11 billion Public Employee Retirement Fund. Dr. Hartzer has substantive academic training, extensive classroom experience at the undergraduate and graduate levels, made presentations to professional organizations at the national, state and international arenas, and has significant hands on leadership experience in public sector organizations. He has three children and two grandchildren. Dr. Hartzer lives in Indianapolis with Ms. Amy Stewart, his significant other, and their son Fernando. Ms. Stewart is a partner in the law firm of Bingham McHale LLP.

Clinical Professor and Director, Executive Education Program - School of Public and Environmental Affairs, April 2005 - Present: Responsible for leading a program that provides world class education and leadership development opportunities for career professionals and organizations serving the public interest. With more than twenty five outstanding faculty and four excellent administrative staff, we operate graduate level programs and customized leadership development engagements across the nation in locations like Washington, D.C., Keyport, Washington, Atlanta, Georgia, Indianapolis, Indiana, and several other cities across the state. Participants acquire knowledge and skills that result in enhanced professional and organizational efficiency and effectiveness, learn how to effectively apply their educational experience and training in their organization, and become better prepared to facilitate change in their work environments.
Indiana State Government
Executive Director, Indiana Public Employees' Retirement Fund (PERF), February 2003 - January 2005: Responsible for leading, directing, and executing the mission of PERF on behalf of a five member Board of Trustees appointed by the Governor. The Indiana Public Employees' Retirement Fund is an $11 billion system. The six separately managed retirement funds are designed to provide secure, long-term benefits for employees who choose careers in public service. PERF currently works through more than 1,100 employers in Indiana to serve more than 230,000 active members and 55,000 benefit recipients and their families. As the Executive Director, I was responsible for 110 employees with an annual operating budget of $56 million.
Commissioner, Indiana Department of Workforce Development, August 1997 - February 2003: Responsible for leading, directing, and executing the mission of the Department of Workforce Development (DWD). As the Commissioner, I was responsible for approximately 1, 200 employees in 30 field offices with an annual operating budget of $70 million.
