Biographical Overview
Professor McGregor's research and teaching interests center on the interaction of public policy, organizational structure, and management practice. Special current research interests focus on the relationship between public education and economic development and the impact of information technology on the structure and management of public enterprise. He is currently working on a book-length manuscript on the "public strategy and structure problem," dealing with the linkages between policy goals, implementation strategy and structure, and innovation.
He is author of Strategic Management of Human Knowledge, Skills, and Abilities: Workforce Decision Making in the Post-Industrial Era (Jossey-Bass, 1991) and coauthor (with Charles F. Bonser and Clinton V. Oster, Jr.) of American Public Policy Problems: An Introductory Guide, 2nd edition (Prentice-Hall, 2000). In addition, numerous published articles have appeared in edited volumes and such journals as: Journal of Policy Analysis and Management, American Political Science Review, Journal of Politics, Public Administration Review, Administration and Society, The ANNALS of the American Academy of Political and Social Science, Policy Sciences, and Educational Policy, to name a few.
