Message from the Director of the Executive Education Program

Welcome to the second electronic newsletter for the Executive Education Program in the School of Public and Environmental Affairs (SPEA) at Indiana University. The purpose of the newsletter is to keep you up to date with new initiatives, highlight past accomplishments, and provide you with feature stories on current students, alumni, faculty, and key stakeholders associated with this lifelong learning program for career professionals.

Thanks to the support of NAVSEA and Crane leadership, we began offering a revised curriculum for the Public Management Certificate (PMC) to the new cohorts in January of 2008. The revised curriculum means that the NAVSEA HQ and Crane PMC are better aligned with each other and more consistent with the core requirements of the traditional SPEA PMC. The revised curriculum for the MPA will take effect in 2009 for the new PMC graduates starting and completing in December of 2008. We are very excited about these curriculum improvements for the NAVSEA HQ and Crane programs. For more detailed information on these improvements please see our web site.

We are also very excited about two new customized graduate certificate programs, one that started last fall and one starting later this coming summer. Goodwill Industries has engaged SPEA and our program to offer a nonprofit management certificate (NPMC) to a select cohort of their emerging leaders. This tailored graduate NPMC program is a first of its kind for Goodwill and a major commitment by their current leadership to the development of their future leaders. The recently created Indianapolis Metropolitan Police Department (IMPD), a merger of the Marion County Sheriff and Indianapolis Police Departments, hired SPEA and our program to deliver a customized PMC to a cohort of their officers with a rank of lieutenant or above. This new initiative demonstrates a major commitment by the leadership of IMPD to improving its human capital through an innovative partnership with IU, SPEA, and the Executive Education Program. In addition, several seats in the program have been made available to police departments in surrounding communities at the Sheriff’s request to further cooperation and learning among public safety personnel in the area.

The Executive Education Program continues to expand its non credit training initiatives with NAVSEA. We have delivered non credit professional development programs at NUWC Keyport and NSWC Crane in Mentoring/Mentee Training. We also delivered lifelong learning programs at NUWC Newport and Portsmouth Naval Shipyard in Presentation Skills and Building an Environment for Success training respectively last November. In the transportation area we conducted an Advanced Leadership Institute for the American Association of State Highway Transportation Officials (AASHTO) in Washington, D.C. for more than twenty five transportation leaders from across the nation.

Finally, we hosted our first NAVSEA PMC/MPA Alumni reception in Silverdale, Washington. More than 60 attended the reception on October 10th to socialize, renew old friendships and hear a few words of wisdom from Tom DeCoster and yours truly. It was a great time and we look forward to following up with many attendees about the possible creation of a Pacific Northwest Alumni chapter. We also look forward to holding similar Alumni events next year for Crane and east coast graduates. Stay tuned.

Spotlight

Dr. C. Kurt Zorn

Faculty Spotlight:  Dr. C. Kurt Zorn, Ph.D. Economics, Syracuse University, 1981

I have been a member of the SPEA faculty for more than 27 years and have taught many courses to a large number of students during that time. Teaching in the Executive Education Program has always been one of my favorite assignments due to the quality of the participants, their commitment to learning, and their nontraditional profile (older and a number of years of experience in the workforce). I have now taught in the program for almost 15 years.

As many of you know I have taught V517, Public Management Economics to many of you in the NAVSEA Executive MPA program. V517 is a core course in the MPA program and I am certain one of those courses you won’t forget easily. My goal always has been to make economics accessible so you can use it in your everyday life and your job. And, a delightful side effect has been most participants now better appreciate sarcasm.

My research interests focus on state and local finance, transportation safety, and economic development. I have published numerous articles in all three of these areas in a number of journals including Public Budgeting & Finance, Public Finance Quarterly, Growth and Change, Public Administration Review, and the Journal of Transportation Research Forum. In addition, I co-authored a book on Aviation Safety published by Oxford Press in 1992.

I have been fortunate enough to be asked to serve in a variety of service roles during my career. These assignments include Chair of the Citizens’ Commission on Taxes and Director of the Indiana Bond Bank; Chair on the Indiana State Board of Tax Commissioners; Director of State Relations for Indiana University and advisor to the President of Indiana University. This real world experience has been very rewarding and added greatly to my abilities as a teacher and researcher.

Since June of 2007, I have been serving as the Interim Dean of the School of Public and Environmental Affairs. In this new leadership role for the school, I added many new administrative responsibilities but remain committed to the Executive MPA program and intend to continue teaching V517 as my schedule permits.

Mary S. Wohlgemuth Alumni Spotlight:  Mary S. Wohlgemuth

NAVSEA Warfare Centers

Mary S. Wohlgemuth, a native of Long Island, New York, was appointed a member of the Federal Government's Senior Executive Service (SES) in December 2004. During her 24 year career, she has held a number of challenging leadership positions in engineering and management, with increasing executive responsibilities. Ms. Wohlgemuth currently serves as the Naval Sea Systems Command (NAVSEA) Warfare Centers (WCs) Corporate Business Executive and is responsible for: (1) development and maintenance of standard business systems, processes, strategies, and policies across the WCs; (2) development and maintenance of workforce policy that maximizes employee potential and values cultural diversity; and (3) oversight of Lean/Six Sigma deployment and implementation. She leads major transformational initiatives and exerts a strong national influence over two Warfare Centers, nine Divisions, 18,000 government employees and a $6.9B annual budget.

Ms. Wohlgemuth previously served as Head, Torpedo Systems Department at the Naval Undersea Warfare Center, Division Newport and was responsible for full spectrum life cycle system support for the development, acquisition, modernization, and maintenance of all United States Navy Heavyweight and Lightweight torpedoes. She led 265 government and 110 contractor personnel and managed an annual budget of $80M. Ms. Wohlgemuth was also the first U.S. Navy Technical Authority Warrant Holder for torpedoes, responsible for the technical leadership of the Torpedo Enterprise with a combined acquisition and maintenance value exceeding $8B. She continues to maintain effective relationships with the national Navy leadership and with the senior personnel at other activities.

Ms. Wohlgemuth’s prior assignments include serving as Acting Director, Weapons Systems Directorate and Acting Product Area Director for Weapons and Vehicle Systems. In each position, she provided senior executive leadership for U.S. Navy torpedoes, countermeasures, counter weapons, unmanned undersea vehicles, mobile targets, and torpedo technology efforts.

Ms. Wohlgemuth’s education and management experience are directly applicable to leading a technical organization into the 21st Century. In 1995, she was nominated, selected, and sponsored by NAVSEA to participate in the Executive Education Program. Through this program, she earned a Master of Public Affairs degree from Indiana University at Bloomington in May 2000, where Indiana University was the second-ranked school in the nation in this field. She also received a Bachelor’s degree in Mathematics from Providence College in May 1983.

Throughout her career, Ms. Wohlgemuth has been recognized for her technical and management expertise and significant contributions in the areas of submarine weapon system research, development, performance evaluation and analysis. This reputation was established during the challenging period that the MK48 Advanced Capability (ADCAP) torpedo underwent during Technical Evaluation, Operational Evaluation, and Operational Software Block Upgrade. Her initiative, focus and commitment to strong laboratory-industry and international partnerships have been instrumental in improving our Navy's Anti-Submarine Warfare (ASW) and Anti-Surface Warfare (ASUW) capability.

Announcements

•  New PMC and MPA Curriculum
After several very productive consultations with NAVSEA leadership, a revised curriculum has been developed for the PMC and MPA programs for the new cohorts starting the program in January of 2008. The revised curriculum strengthens the core competencies and provides a better alignment between the Executive Education graduate program for NAVSEA and the nationally ranked regular MPA program in the School of Public and Environmental Affairs at Indiana University. •  Alumni Events
The First Annual Alumni and Active Student Social Event held last October 10th in Silverdale, Washington was very successful and great fun. It was a wonderful time for all in attendance to make new acquaintances and reconnect with former classmates. More than 60 alumni and active students took time out of their busy schedules to attend the social event.

Plans are under way for the next social event in the summer for Crane and in the fall for east coast alumni and active students. More details will be forthcoming early in 2008.

•  Dean’s Search
The Interim Dean, Dr. Kurt Zorn has announced that the goal of the search committee is to have the new Dean announcement by July 1, 2008. Applications for the top leadership position at SPEA are coming in and the first round of interviews is under way as we go to print this edition of our newsletter. •  Executive Education Graduate Programs Trivia
The Executive Education Public Management Certificate Program (PMC) began in partnership with Naval Surface Warfare Center, Crane Division (NSWC Crane), during the 1987-1988 academic year. Twenty-six managers from NSWC Crane began the PMC program in the 1987 fall semester. Twenty-five students in this cohort graduated in May 1988 and enrolled in the Executive Education Master in Public Affairs (MPA) program the immediately followed. The first MPA cohort graduated in May 1991.
